Forwards amends 102 & 66 to licenses NPF-39 & NPF-85 & SE. Amend revise TS Table 3.3.3-3 by changing HPCI sys response times to reflect sys response time of less than or equal to 60 seconds instead of less than or equal to 30 seconds.
