  The Seven Principles for the Reconstruction Framework are determined in the Reconstruction Design Council in Response to the Great East Japan Earthquake.
"Principle 1" states "we shall record the disaster for eternity ..., and we shall have the disaster scientifically analyzed by a broad range of scholars to draw lessons that will be shared with the world and passed down to posterity".

 "Basic Act on Reconstruction in Response to the Great East Japan Earthquake" (FY2011 Act Article 76) is promulgated.★
The Reconstruction Headquarters in response to the Great East Japan Earthquake is established. The Reconstruction Design Council in Response to the Great East Japan Earthquake is established in the above organization.
"Act on Promotion of Tsunami Countermeasures" (FY2011 Act Article 77) is promulgated.★
November 5 is determined as "Tsunami Disaster Prevention Day".

  The Reconstruction Design Council in response to the Great East Japan Earthquake issues a report entitled "Towards Reconstruction "Hope beyond the Disaster"".
Chapter 4 "Open Reconstruction">(5)④ "Recording the disaster and passing on lessons learned" stated "Japan must promptly gather information materials and tsunami heritage information and develop a system to allow anyone, whether they be in Japan or abroad, to access, store, and use this information in an integrated manner. In doing so, Japan must also work at digitizing related materials, videos, and other data to promote the establishment of a field museum that uses new information technology".
2011.7.29       The Basic Guidelines for Reconstruction in response to the Great East Japan Earthquake were determined by the Reconstruction Headquarters in response to the Great East Japan Earthquake.
In the section 2 "Reconstruction Period", "Reconstruction Period" was defined as the ten years through FY2020 and the first five years in high demand for reconstruction as a "Concentrated Reconstruction Period". The section 5 (4) ⑥ "Academic research and study on the disaster, recording the disaster and handing lessons learned on to the next generation" stated "Establish an integrated mechanism of storage and application that enables anyone from in and out of Japan to have access to the records and other relevant information, and broadly communicate the accumulated information domestically and internationally".
2011.8.11       The Basic Guidelines for Reconstruction in response to the Great East Japan Earthquake are revised by the Reconstruction Headquarters in response to the Great East Japan Earthquake.
Remark is added in the section 4(3)⑤"Schedule".
2011.8.29 "Cooperative agreement for the digital archive of the Great East Japan Earthquake between the National Diet Library and the Edwin O. Reischauer Institute of Japanese Studies at Harvard University" is concluded.      
2011.9.12       The Grea t East Japan Earthquake archive project "Michinoku-Shinrokuden" is started by the Research Group on Disaster Prevention and Management at Tohoku University.
2011.10.7       "Act on the National Diet of Japan Fukushima Nuclear Accident Independent Investigation Commission" (FY2011 Act Article 112) is promulgated.★
2011.11.20       The National Diet of Japan Fukushima Nuclear Accident Independent Investigation Commission is established.
2011.11.21       The project to construct the infrastructure for the "Great East Japan Earthquake Archive" starts by the Ministry of Internal Affairs and Communications (The third supplementary budget for FY2011 passes).
2011.12.2       The Fukushima Nuclear Accident Independent Investigation Commission of Tokyo Electric Power Company releases the "Fukushima Nuclear Accident Analysis Report (Interim Report)".
2011.12.14       "Act on Special Zones for Reconstruction in Response to the Great East Japan Earthquake" (FY2011 Act Article 122) is promulgated.★
2011.12.26       The Investigation Committee on the Accident at the Fukushima Nuclear Power Stations of Tokyo Electric Power Company releases the "Interim Report".
2012.1.11       International United Symposium on Great East Japan Earthquake Archives is held by the Ministry of Internal Affairs and Communications, the Research Group on Disaster Prevention and Management at Tohoku University, Tohoku University Library, and the Edwin O. Reischauer Institute of Japanese Studies at Harvard University.
2012.2.10       Reconstruction Agency is established.
The Reconstruction Headquarters in response to the Great East Japan Earthquake is abolished. Reconstruction Promotion Council and Reconstruction Promotion Committee are established in Reconstruction Agency.
2012.2.23 The press release titled "About the efforts for building the Great East Japan Earthquake Archive" is issued.      
2012.3.8       The collaborative campaign by libraries "Let's donate records of the earthquake disaster to libraries" is launched. (The working groups: Iwate Prefectural Library, Miyagi Prefectural Library, Fukushima Prefectural Library, Sendai City Library, Iwate University Library, Tohoku University Library, Fukushima University Library, and Kobe University Library)
2012.3.14 Symposium "Acquiring and preserving memories of 3.11: Establishing a Great East Japan Earthquake Archive " is held.

2012.10.24       The Secretariat of the National Diet of Japan Fukushima Nuclear Accident Independent Investigation Commission is closed.
2012.11.5-12.7 The National Diet Library Great East Japan Earthquake archive (beta version) opened to the public.      
2012.12.26       The "Basic Policy" is approved by the Japanese Cabinet.
The preamble states "The Government will go out to the disaster-stricken areas and will create a "new Tohoku" as a place of creative power and potential, rather than stopping at merely the "minimum level of livelihood rehabilitation.""
2013.1.10-2.1 The National Diet library Great East Japan Earthquake Archive (beta version) had new functions added.      
2013.1.11       A "Symposium on the Great East Japan Earthquake Archives" is held (by the Ministry of Internal Affairs and Communications, the International Research Institute of Disaster Science at Tohoku University, and the Tohoku University Library, with support from the National Diet Library.
2013.1.23       The second round table meeting of the project to construct the infrastructure for the Great East Japan Earthquake Archive is held.
2013.1.24-1.25       An international conference on Opportunities and Challenges of Participatory Digital Archives: Lessons from the March 11, 2011 Great Eastern Japan Disaster is held by the Edwin O. Reischauer Institute of Japanese Studies at Harvard University, Cambridge, Massachusetts,USA.
2013.2.6       The Reconstruction Promotion Committee approves the Reconstruction Promotion Committee FY2012 Report on Discussions.
Section 6. "Keeping Records of the Disaster and Passing the Lessons Learnt on to the Next Generation (Tasks)", states that "In promoting the construction of an archive, it would be both practical and effective to focus primarily on the Great East Japan Earthquake Archive initiative being undertaken by the National Diet Library, which is already underway. First and foremost, it is important for the National Diet Library to play a central role in collaborating with NPOs, companies and research institutes, and the smooth development is expected."
2013.2.25 A Working Group of Libraries Damaged during the Great East Japan Earthquake is established at a liaison meeting of university libraries, with the National Diet Library named to serve as secretariat.      
2013.3.7 The National Diet Library Great East Japan Earthquake Archive (HINAGIKU) is opened to the public.

2013.5.10       The Ministry of Internal Affairs and Communications revises its Guidelines for Subsidies to Promote the Utilization of Information and Communication Technology (Special Account Budget for Reconstruction from the Great East Japan Earthquake) by adding a Project to Promote Digitalization of Records from Affected Areas for establishing digital archives related to the earthquake.

      The Ministry of Internal Affairs and Communications announces its Guidelines for Establishment and Operation of Digital Archive Related to Earthquake Disasters.
2013.6.4 An application programming Interface (API) for HINAGIKU is opened to the public.      
2013.6.5       The Reconstruction Promotion Committee issues an interim report entitled "Towards the Creation of New Tohoku".
Article Ⅱ"Towards the Creation of New Tohoku", section 4 Directions of Policies and Measures>(1)③"Sharing consciousness of disaster prevention at the level of the populace" stated "Promoting the development of facilities and the establishment of archives to pass on the records of the Great East Japan Earthquake to subsequent generations".

2016.3.11       "Basic Guidelines for Reconstruction in Response to the Great East Japan Earthquake in the 'Reconstruction and Revitalization Period' " is approved by the Cabinet.
"Section 3. Image of Reconstruction & Memories and Lessons Learned from the Disaster" states in order to hand down the variety of lessons learned, including damage from the disaster and the concept of "disaster reduction", to the next generation and apply this to future disaster prevention and reduction measures, the consolidation and summary of initiatives that have been carried out throughout reconstruction, including reconstruction methods, will be promoted in cooperation with the HINAGIKU.

2019.3.8   A revised version of the "Basic Guidelines for Reconstruction in Response to the Great East Japan Earthquake in the Reconstruction and Revitalization Period" has been approved by the Cabinet.
"Section 3. Image of Reconstruction & Memories and Lessons Learned from the Disaster" states that although it has been eight years since the disaster, in order to ensure that individual memories are not forgotten while conveying to future generations the concept of disaster reduction together with other various lessons learned from the disaster experience, and in order to apply effectively both private sector know-how and government initiatives for reconstruction measures to helping prevent, reduce, and effect recovery from future disasters, we will, in cooperation with the HINAGIKU project, continue to consolidate and summarize initiatives not just for implementing reconstruction but for addressing the many other issues related to achieving reconstruction.
